I believe the hero is the man in the Army uniform… the guy holding the rifle is a bad guy trying to bushwack him…

Obviously, That’s Mountie Cisco back there, regaling the bald gent another of his improbable adventures.

The look on the rifle bearer’s face means he’s eavesdropping, and having pondering whether or not he should believe the tale of Mountie Cisco.

No, I’m not apologizing for that.

The civilian in the back-ground is obviously trying to distract the nosey Mountie by engaging him in polite conversation about proper piano hand positioning while in the fore-ground the shop-keeper slips the gun-toting garlic bandit a Sen-Sen to help throw off his scent…
