I am trying to decide whether, in my review of this Fake Book, MELODIES and CHORDS had better be in single quotes, or double quotes.

Your publisher’s style book will answer that question. As a rule, double for American publishers (with commas and periods inside the quotation marks), double for British newspapers and popular magazines (with commas and periods outside the quotation marks), single for British literary magazines and books, and single for academic journals in science or engineering fields where the editor has some vague idea that there’s a distinction between single and double quotes but can’t articulate what it is.
